Build SFOCU outside of Flash-X source

It occurs to me that anyone can potentially modify SFOCU source and cause the comparison tests to pass with wrong results. Although changes can through a PR review it would still be more secure to provide SFOCU source with Flash-X-Test pip package and use that to build sfocu during testing.
