During testing of Blackout_PreparedGrounds, the combat soft locked after the first cache ambush dialogue completed. The employer turret (activated by the "powering up base turrets" logic) ended its activation but the turn system couldn't find a team activation sequence to hand control to.

Observed on unreleased develop branch. May be a regression introduced since the last release.
