Command to sub and unsub a user #129

Realized if a user doesn't opt in/out of class notifications, there's no way for me(a bot admin) to do that on their behalf, so there should be two commands
!sub <user>to subscribe a user to class notifications and!unsub <user>to unsubscribe a user.Should be available only for bot admins
