Dynamic inputs in actions should always open the function editor window.

Describe the Bug with repro steps

This has been a problem for years and its in both new and old view for consumption and standard.

When I am in an action and I add a function or dynamic content, I should be able to click it and open the function editor window. Sometimes it opens, sometimes it doesnt. It is a major pain to input a reference to a previous action that has deeply nested json properties to never be able to open it again (see first screenshot)

The work around is to toggle to code view, find the function/dynamic content, carefully copy the section you want to edit, toggle back to parameters on the action, delete the old function/reference, select function editor and then paste and edit it.

I cant even do it here on a on dynamic content.

Here is an example of it actually working. This should happen every time I click on a function/dynamic content no matter what.
