Ability to resubmit a past run for the draft version #9314

Description

@megamax34

Severity

P3 - Medium (Minor functionality affected)

Describe the Bug with repro steps

I have a standard logic app workflow created.
I have been testing with the business so I have a bunch of previous runs.
I need to make changes to some of the logic in the workflow.
I dont want to publish because I am unsure if it will work, there is no version history so once I publish there is no going back in an easy way.
I want to click on the menu dots on a previous run and click retry as draft so I can confirm it works before publishing.
I ran into an issue, that I already submitted, that I couldnt run draft with a json payload because it stringified it then broke my flow.
I should be able to resubmit any previous run for draft or published versions of the logic app.

The lack of testing capabilities around draft mode makes it a little pointless, I just find myself constantly having to publish to actually test anything. I wish there was some kind of version history like in consumption or a way to push portal code to a git branch. The local vscode setup is less than desirable if you have any kind of external connections.
