Can now add scripts and sources via cli

The cli is now more relaxed with empty config files and it is possible to add scripts and sources via commandline.

resolved problem with updates not working

There was an issue with older simple_model problems where attributes could not be changed after creation.
I increased the required version and removed to problem source in scriptler.

global configuration

Added flag for global configuration and installation and marking files as executable for everyone.

fixed installation

the installation process was broken due to an error in the setup.py and should be fixed now.

fixed local package version

fixed problem with installed package not being versioned.

script commands

It is not possible to run commands after script installation to allow modification of scripts.
