Currently, if a user wants to specify a different Authority for a specific component they need to use the MIDENUP_MANIFEST_URI environment variable and write out a new manifest.
There should a more ergonomic way to specify the Authority of a couple of components, whilst "inheriting" the default Authority from the remaining components of the toolchain.
